Well given that the same people who traded their dogs in would probably just corrupt the next dog they got it would be unlikely to solve any problem. Would there be a limit to the number of times you can trade in a dog or maybe it'll be just a revolving door.

Hmmm... how would it be funded? It costs money to euth (and dispose of) animals - not to mention the provision of care to those that are impounded and waiting for new homes...

Then there's the fact that certain breeds are over-represented in pounds due to getting to that silly adolescent stage - prime fodder for unsuitable owners to completely mess up.

Here's an even more novel thought - lets pour some resources into actually enforcing the laws and regulations we already have to deal with the problem...

.... & public education programs & school programs to teach children how to behave around dogs.
