This petition draws attention to the Domestic Animals Amendment (Puppy Farm and Pet Shops) Bill 2016. By signing this petition we ask and request the Legislative Assembly of Victoria review to amend the Bill so that an evidence-based approach to issues around animal welfare and the pet industry can be achieved.

Um. A lot of breeders have kennels and a lot of backyard breeders have puppies in their home.

Sorry, but that petition makes no sense,

Just because it has ears and a tail, doesn't make it a dog.

I thought the same thing from the heading but reading the website more I realised it is a bad title. It is about changing the legislation to exclude 'registered' breeders from the classification of puppy millers. Apparently, currently anyone with more than 5 dogs are considered a breeder/puppy miller and must have kennels etc - thereby forcing registered breeders to use outside runs etc. This group wants VIC Dogs registered breeders to be exempt and be allowed to breed without the kennels requirement. I guess the breeders currently using runs etc are already covered and don't need any special exclusions. I think that is what it means but am happy to be corrected.

The issue is that the bill wants all dog breeders, even those with only one bitch, to be registered as a Domestic Animals Business. The problem with that is actually getting the council to hand over the registry in the first place and then the fact that councils require certain conditions for the keeping of the dogs (kennels). And the registration can be expensive to get.

Main issue with it is requirement for a DAB permit from the council to breed a litter at all. Cost from $300-$3000 dollars per year. Plus some require ABN and $10 million public liability. And zoning restrictions meaning councils actually are saying they will refuse to issue them. More than 5 dogs and you have to build commercial kennels $40K +++. Affects the cat breeders and the bird people too. Just poorly thought through and simplistic.

Exactly. And the type of breeder that ignores current legislation (age of rehoming puppies, microchipping and vaccinating before sale) etc. etc. is the type of breeder that will continue to supply puppies regardless of this new legislation. They are hardly ever being prosecuted for breaches of the law now, where is the incentive for them not to continue ignoring the law?

It is quite possible that the result of this law is that 90%+ of the law abiding ethical breeders in this state stop breeding and the majority of Victorian puppies produced will be from less than ideal sources and hardly carefully bred.

One point of this petition is that VicDogs breeders are at least required to pass a basic examination before getting their prefix, if the legislation required ALL breeders in this state to learn about basic genetics and basic canine obstetrics and how to rear healthy well socialised puppies before being permitted to sell a single pup, I would be all in favour of it.

All dogs, purebred or not, are equal. All breeders are definitely not.

I'm staggered that this is not more of a hot topic here. I wonder if people realise how this amendment will affect the registered pure breeds and also the impact it will have on almost all aspects of dog ownership. Therapy and service dogs, associated dog related business, foster carers, pet supply places, trainers, pet transport companies etc to name a few will all be affected from the flow on effect. It will also affect cats and birds and no doubt in time all other pets.

Government revenue, albeit Federal Government will be affected as current breeders who are forced to stop breeding as Domestic Animal Permits will not be issued to them will stop importing animals and quarantine income will reduce.

One only has to look at the organisations behind this amendment to see where this is going. Animals Australia, Oscar's Law, rspca all animal rights groups who in the main wish to see animals liberated from "human ownership"

I suspect half the problem is that everyone thinks Dogs Vic will fix. But it has been made abundantly that they are not interested in Dogs Victoria's point of view. Without a groundswell of support they will get the numbers in the Upper House because the Libs will be too scared that they'll be accused of encouraging puppy farms.

I know Airedaler. Trust me I've tried. But everyone thinks it's just about puppy farms. And it's not. The government and all the animal rights orgs see Dogs Vic members as being part of the problem.

This is so frustrating. Ten years or so ago we lost the fight re tail docking in part because even dog people would not unite to fight. In fact many fought against us. Some of those same people who claimed it was mutilation are now de sexing puppies at 8 weeks or earlier. Tell me that is not mutilation. BUT sorry I digress. My point is that unless we all stand united and fight this Bill together it will be nigh on impossible to buy a pure bred registered dog in Victoria after April next year.

You think I am exagerating? Think about it. Breeders will be at the mercy of their Local Council to issue a Domestic Animal Permit even if they only have 1 bitch and want 1 litter.

Each year a breeder will have to apply for this permit and pay the fee which could be as high as $3000.

If the breeder happens to have 6 animals on the property they will need to comply with the Code for Breeding and Rearing Animals and that specifies the conditions in which the animals are to be kept. Concrete runs and sleeping accommodation, a concrete whelping room to mention two conditions. No keeping your dogs inside and I might add this is the same for pet owners who house 6 or more. NOT JUST BREEDERS.

BUT

The thing that really gets to me is the recommendation that when a breeder has finished breeding with a bitch that bitch should be either re-homed or EUTHANIZED!!!!!!!!!!

All dog owners need to get their head out of the sand and look at the repercussions of this ill thought out Bill.

It will also affect Foster Carers and basically every aspect of pet ownership whether that be dog, cat, bird etc.

None of us are disagreeing that puppy farms should be shut down or controlled but don't throw the baby our with the bath water.

Think of the impact on Guide Dogs, Service Dogs, Border control Dogs, Police Dogs Search and Rescue Dogs, Assistance Dogs etc. Most of which are purebred and many from Dogs Victoria breeders.

I know I want my grandchildren to be able to own a well bred pure bred dog if they so wish.

Please don't sit back and let this happen.

I think people need to also keep in mind in the plan is massive changes to how an obedience club can be run & how they have to apply .

Breed rescues,many of the clubs who do wonderful work in the rescue aspect will have to turn away dogs as it will put them over there limit especially entire animals.It will affect rescues who have whelping bitches etc etc

Many rescues use dog breeders kennels to help there cause & they will no longer be able to help .

Its not just about breeding dogs .

Those who feed raw it seems will also have laws regarding no offal etc etc .Its more than just breeding & thats what people should realize & the importance of every animal owner supporting because otherwise who knows what is next.

What about all the breeders who pull a sickly or weak puppy through by feeding liver water. No longer allowed. :confused:

ive shared this in a raw feeding group to hopefully get some more signatures and letters written.

Because that is just ridiculous.
