Choosing a dog when you love them all

Hi, I have had terriers  and a beautiful Portuguese Water Dog , both passed on . found the terriers hard work so wishing to avoid that category.
looking for recommendations on small companion lap dog that not a terrier,  

low energy, not prone to barking, happy for a slow walk daily, I’m happy to groom as needed, good with small respectful children, friendly towards strangers and other dogs. Easy to train off leach. 
we live at the beach so a dog that would like to water .

I think you should be looking at some adult dogs at some rescue's. One's that have been fostered so you get some idea of what they are like.

A low prey-drive Cavalier would suit your needs, except for the recall bit.  As they are bird dogs, they often taken off at the beach when a seagull is spotted.  Good luck in your search,

I am not a small dog person.  But even I would consider a Havanese.  Everyone of the Havanese  I have met are lovely and not barky or neurotic.
