I don't know anything about syndicates but I do know that if the dogs were in the pound, the "registered owner" is the one in who's name they are microchipped.

its not quite that simple- council officers have families, mortgages, bills, they cant just leave their jobs despite their personal feelings regarding particular legislation.

staying in the job and assisting people with the legislation, looking for loop holes and being sympathetic to their plight, can do as much good as walking off the job.

I'm thinking there's about 89 dogs in group 7. Still a nice entry but should be a shorter day than first thought! ;)
