I am sorry to hear about your dog being so sick and having seizures. By the sound of the symptoms and the dog not eating and drinking etc someone needs to take the dog to a vet for medication and treatment. A big backyard will not substitute for vet care, medications for seizures etc.
A dog with seizures can still be a loving pet as long as it receives the proper care.
Maybe you can contact a beagle rescue org if your family do not want to care for the dog.
Can you call the vet who did the blood tests etc to talk about treatment for the poor beagle?
The age and breed of the dog are within the known areas of epilepsy for dogs unfortunately.
