Ultimately you know your dog and if you feel comfortable with keeping him on lead then by all menas do so. The definition of lead free is its optional not mandatory. Just because a speed limit is 100 ks an hour doesn't mean you must do it. Just that its the most you can do. You know your dog and its limits. If you are happy to leave it on lead then what other people say is irrelevant.
