A kayaker fishing in the Gulf of Mexico has saved the life of a traumatised dog who swam out to sea after its owner was killed in a hit-run incident.

The kayaker, who had a camera attached to the front of his boat, posted the footage online and later made the link between the dog he found and the nearby car hit-run that killed 53-year-old Donna Chen.

Drunk driver Blake Talman, 22, ran into Ms Chen on Sunday morning (AEDT) while she was out running with her dog Barney in Sarasota, Florida.

Police believe Talman was trying to flee from the scene of another crash when he lost control of his Nissan Altima, the Sarasota Herald-Tribune reports.

The car crashed into Ms Chen, Barney and hit street signs, a telephone line and some wooden poles.

YouTube user midget2000x, who was the kayaker who pulled Barney from the ocean, said he found the dog more than a kilometre from the scene.

"Our guess is that he was so freaked out and traumatized that he just wanted to get as far away from there as possible," he wrote.

"And when he ran out of land, he took to the water."

He said Barney seemed distressed and was shivering and bleeding.

Barney has since been returned to Ms Chen's husband and two children.
