Nup - dont vote for liberal either - Leader of the Victorian Liberal Nationals Coalition Ted Baillieu announced today a series of new measures which a Baillieu Government would take to close poorly operated puppy farms, including stronger legislative penalties, empowering the RSPCA, overhauling codes of practice and seizing proceeds of illegal puppy farm operations. Under new Coalition legislation, RSPCA animal inspectors would be given the same powers under the Prevention of Cruelty to Animals Act as local government special inspectors. These new powers would significantly enhance policing and enforcement, with inspectors able to: • enter puppy farm premises; • inspect animals, equipment and any structures on the premises; • investigate the operation and running of the puppy farms to ensure that all laws and codes of practise are being complied with; and • seize animals from companion breeding establishments where operators have breached the Code of Practice. A Coalition Government would also allow for imposing heavy punitive fines on puppy farm operators to ensure compliance and prevent the practice of rogue operators paying small fines whilst continuing profitable practices that breach animal welfare standards. A Baillieu Government will introduce: • heavy fines of up to $30,000 for rogue operators who are found to have committed acts of cruelty or failed to comply with the Code of Practice (the current penalty is $1195); • heavy fines of up to $20,000 for operators who fail to register as a domestic animal business or operate illegal businesses (the current penalty is $1195); and Save yourselves Victorian - get out

I have to be honest here. I have never considered doing any form of formal training with my dogs and until very recently the idea of using a trainer was something I had never ever considered. I dont think thats anything to do with money its just not something that Ive ever been exposed to and running around with a bunch of other people training their dogs just doesn't really do much for me. I thought you only went to training if you wanted to go way further than I would ever want to or if you had a real problem you needed help with.

To be honest if they want to own a feral and they are O.K. with living with it that way I dont care - its the ones that bring them out in public where I have to put up with them that ticks me off. I also think it makes it more likely anyway they will just dump the dog because they wake up one day to the fact the dog is the boss.

Wonder if those people who are working on a class action against their councils because of mandatory chipping and the chips causing cancer will also look at going after the CCs too. -
You understand that means every registered breeder in Victoria who has more than 3 dogs ! better go look at the mandatory codes to see how you need to house your dogs .They will know where you are and what you are doing with how many every single step of the way.

I like that and I too think it needs to be seen to be easy and rewarding .As a breeder i really want my puppies started before they leave here and for the new owners to start training the second the dog hits their front door. Where do you think Trainers fit into this?

How do we get more people to ensure their dogs have basic good manners? As a Mum of 8 kids nothing drives me nuts quicker than having to put up with other people's kids who have no basic discipline and poor manners and I'm no different with having to put up with other people's dogs who havent been given the basics to know how to behave without upsetting everyone around it . the consequences for dogs over all when just a few owners are too thick to see that what their dogs does to be a pain for the community that this impacts on us all and determines how laws are changed and where we can take OUR animals and what we can do as dog owners. Any Ideas on what we can do to make a difference ?

We are looking for a working party to try to work through some things to enable us to focus some good press and promotion on our purebred dogs. Without law changes. Hands up if you think this is a huge deal and that you would like to be involved a little or a lot to try and have a go. Troy will make us a nice private spot where we can brainstorm a bit more and start some action.

Steve, According to the date in the PDF, this was released in the leadup to the gazetting of the new docking laws when we were all closely observing things but we didn't come across this PDF. Are those minimum standards for dewclaws enforceable under POCTA and/or DFNAA ? (If so, by which clauses?). CC Sorry - right now I cant answer - Last night was the first Id heard of it. Its listed as a standard so its compulsory either way and if the RSPCA are given police powers for both POCTA and DFNAA both will be policed the same way anyway. Its certainly a concern that its been around for so long and no one had a clue.

Not all pure breeders do take note of that, not all pure breeders place that above the importance of making money. How would a breeder easily prove which type they were? Or do breeders of purebreed dogs have nothing to prove, and we should accept on their say so that they are breeding better dogs than a cross-breeder can? Why does the MDBA have a higher code of ethics than the ANKC CoE, if you really believe that all breeders should be simply left to do whatever they please? Not all breeders of any type of dog cross bred or purebred place that over the importance of making money. how would they prove which type they were? Join the MDBA.

We are not over all breeding better or worse dogs - we breed different dogs. We breed dogs differently. We ARE purebred breeders and our philosophy is based on the fact that we are able to work over several generations and have predictable dogs. We believe this is necessary in our society because dogs which are selected to match more closely a persons lifestyle has less chance of living an unhappy life. I do believe breeders should be left and the reason the code of conduct for the MDBA is different and higher is because its still a choice a breeder can make ,To state publicly that they agree to operate under a certain code. they loose nothing if they decide they don't want to so they leave.They can still be registered breeders , they can still show their dogs and breed them. If someone wants to register puppies or run around a show ring etc they have to agree to a code that a high percentage of members dont even know what it says. They agree to anything they have to get what they want. By the way last time I looked our code doesn't restrict how many litters a breeder can have or how often they can breed a bitch or how old a bitch is when she is not able to be bred all things which impact on registry integrity.

All these topics I feel are a little confusing. We have state laws, council laws, ANKC rules, and then there are other regulations that organisations (MDBA or breed clubs) can only apply to themselves. Seems like some laws are enforced, some are not. And that just isn't fair. But it is what we have to work with. From my own experience, I believe the way forward is for respectable organisations in that bottom tier to self-regulate, and use the most expert advice available to set best practice, and then use that for upwards change. It is also the only way I can see that we can establish reputable 'brands' which we can then promote successfully. Which is essential to keep the future gene pool large and healthy. You can cut and paste this post to just about every thread you have started lately Steve. Very true.

The fact that it has become over regulated is what has caused part of the problem. Before we had a limit on how often we could breed a bitch , how old she had to be and now close relative issues people had no reason to lie. The registry was reliable because there was no point in anyone not giving the true details. They took our pedigrees and Clare wade has said hardly any of us ever breed close relatives anyway so what on earth do we have to gain by introducing regs or worse laws to restrict us doing close breedings? The people who shouldn't do it will still do it anyway and we wouldn't even have to be talking about a possible need for DNA profile for parents if we were simply left to do what purebred breeders of all species do including taking note of the specific reproductive needs of the species they are working with.

Is it? Or is it the beginning of dog-owners, trainers and breeders FINALLY all coming together because we have all now been affected in one way or another by these silly, unfair and unjust laws that have made their way in over the recent years, and now we're a bit more ready to work together rather than individually? I know many breeders who still believe 'it doesn't affect me'. It's disgusting. If you have a small breed that is not extreme in any way, you don't dock, dewclaw or debark, you live in a shire with loose registration requirements (Ie 10 dogs without permit), why would you care????? (that was tongue in cheek btw). With the Govt slipping in these regulations left right & centre- right under our noses, it's terrifying. People are still doing dewclaws themselves or having a trusted friend do them..... Judy should not have been put in this position but I dint think she will be the last person to be 'caught out' unfairly! Not enough people are steppin up to the plate and joining in the fight. Without the numbers we WILL lose. I have a proposition for the MDBA - appoint someone from each state to regularly read and revise all relevant legislations so that no one else gets stung. Yes breeders should know the regs but who would think the legislation could change in the space of 10 months without anyone noticing! About 4 years ago we wrote very nice letters to all ministers for Primary industries and requested that we be updated first hand as soon as any thing which might minutely relate to legislation with dogs was on the table and requested we be seen as a stake holder in dog related issues. We didn't expect they would, however , now they haven't it gives me a chance to belt them around a bit.

Yes I understand what you are saying but Im after things the MDBA may be able to do to find solutions unless we had our own registry its hardly something we could have much impact on.

Judy Buchan has been nominated in Two Categories. Best Trainer of the Year and Excellence in Contribution and/or Leadership in Canine Affairs Her nomination for Trainer spoke of her dedication and the services she provides in giving to support way over and beyond usually expected. Her nomination for Excellence in Contribution and/or Leadership in Canine Affairs spoke of all the things Judi does over and over again to alert dog owners to issues and how she is prepared to do what sometimes appears to be politically incorrect to stand up for issues she believes are best for dogs.
