Is there any information on how the attacking dogs escaped their owner's premises?
Sadly this is not the first time this attack scenario has occurred globally and is unlikely to be the last. Given the fallability of humans I doubt that there is going to be solution to dogs escaping owners premises any more than eliminating road accidents or law-breaking by children.
Maybe a requirement to keep all large dogs in a pen similar to that prescribed for declared "dangerous dogs" could reduce straying by large dogs and owners of small dogs could fit their pups with "coyote vests" when out in public but such measures are unlikely to be acceptable.
