Many kelpies come from the pound frustrated and it takes someone to put in the time and effort to get them going in the right direction!! Reading this thread, as a new owner who had my own challenges with meeting other dogs on leash (my dog, not me!), I could also only think that it takes time for the dog to adjust to the new environment and settle with the help of good solid basic training.
