Some breeds are prone to it

 

Especially short face breeds

As my vet explained. The shorten the muzzle but the tongue and the teeth stay the same size as does the palette. 

Result tongue more comfortable to let hang out. Palette drops down n dog snorts/chokes as it obstructs airway.
