It's probably not the case with Royals anyway, offering refunds, and probably differs from state to state, but the fact we have had it offered here, is maybe why some people were hoping for it. :)

We have been offered refunds before in Victoria if there is a change of judge. One show I went to, the judge couldn't turn up on the day so they had someone step in that morning, we were all offered refunds if we did not wish to show.
