Being able to prove they are making vexatious reports is always handy. Ie: having video or audio of your dogs not barking when they say they are, or having your dogs not even home when they claim they are barking (not as easy if they can see you come and go and take the dogs out).

it's pretty simple. Your dog has to pass the tests. But it's not designed for people who just want to take their dogs everywhere with them, but those with genuine need for an assistance dog. And the majority of those people don't have the capabilities to train their own dog to that level.

Are they from a registered breeder?

You can train your own dog and get them accredited, I haven't got the links on my phone but Google will tell you. And if you haven't got the patience to wait an hour for a response, have you the patience to go through the training and accreditation process?
