I have always had blood tests pre surgery of any kind, also fluids. It's up to you though and whether it fits in the budget, I'd rather be safe than sorry but I know lots of people don't do them with young dogs. Re when to get him fixed, ideally I would wait another 6 months minimum and as Haredown said the bitch next door probably won't come into season again before then.
