It doesn't seem to be stopping anything, it looks like all the suggestions they make are just suggestions.

But I only read a few pages. They suggest workers have Tafe certs, they suggest everything.

Is it like that all the way through?

Its useless if it is.

Up here is puppy farm hell, they are everywhere, they seem to thrive in small villages around larger towns.

Yup they are all suggestions at this point because this legislation is in draft form at the moment.

There are also no exceptions so if you breed at home you will be called a breeding establishment and all those rules will apply for you too. There is a bit in the legislation that says no dog must be bred from if it has an issue with small animals, dog aggression or problematic behaviours like fence jumping  etc. I know it might sound good in theory however many breeds will not pass those requirements.

And how in hell would they police that.

Places like here when you cant get the police to come let alone the RSPCA and the Ranger doesn't work weekends.

This place is full of people with un-desexed cross-breeds that are constantly having pups that are sold on Sell, Swap and Buy for $100s. When they cant get enough for a deal of ice they dump them or just take them out bush and dump them. That's in town. Around town in the smaller villages there are puppy farms and a bloke advertises every few months that he is coming throu buying whole litters. Dog knows what he does with them.

Ive seen him and his trailor stuff full of dogs of all sizes and ages. Really its like something from asia.

And if you are a good ethical breeder whose dogs are house dogs that will no longer be allowed as all breeding bitches must be in a kennel ,so even if someone owns a bitch on breeders terms it’s suppose to live in a outdoor kennel setup .

The sad part is pet owners see these types of a reform as a win but it changes nothing except making it tougher on beloved house pets and it doesn’t stop puppy farms

Victoria is not legalising puppy farms.... they now have legislation that makes the puppy farms accountable.... and the new legislation currently proposed will make it harder and more expensive for anyone who has more than 11 FERTILE bitches.... In fact some of the commercial breeders are already looking at setting up in NSW because the regulations are difficult in Vic... The plan is to restrict commercial breeders to less than 50 bitches which is a hell of a lot better than previously where there was no real limit. It is also about restricting how many litters for each bitch and what ages they can breed.
Victoria is also introducing legislation to mean that puppies cannot be sold in pet shops unless thru an authorised rescue organisation - surely that is a good thing...?????


The regulations in Victoria allow for members of an approved organisation (ANKC) to have up to 10 fertile bitches... it is ONLY if you have 11 that you would then be required to have a DAB (Domestic Animal Business License). If you are NOT a member of an organisation you can only have 1 fertile bitch without a DAB which means you have to show council officers your facilities to get your license.

Part of the DAB is to ensure you have pups born and raised in acceptable conditions - this is to prevent the puppy farmers from having rows of pups being born in dark dusty sheds amongst other dogs etc... they must provide a clean whelping room specific for the purpose. 
ANKC breeders with 10 or less can still operate as normal with pups born in their houses as per usual.

 

The DAB is renewed every year, which means that by rights the Shire/Council can come and inspect the facility and the record keeping of each and every dog on the facility. This is the start of ensuring that the welfare is adhered to.

 

If you know of anyone breeding who has a DAB but is not meeting the guidelines you can report to your council and they can inspect.
If you know someone breeding without a DAB you can report this as well.

Personally, I have to feel that if any ANKC breeder has more 11 or more fertile bitches then they are not a 'hobby' breeder and should be classified as Commercial and hence meet the requirements of a business.... which means OH&S, Insurances, Code of Practice and Quality Control......

 

Victoria also introduced to have a Drivers License ID for members to prevent people having bogus memberships.... I don't believe Qld has this in effect and would be interested to know if the other states follow this as well.

The proposed NSW legislation applies to all breeders - there is no threshold number of dogs. So much is wrong with the proposal that it’s hard to know where to start; I’ll highlight some animal welfare issues because the welfare of the dogs matters most.

 

Under the proposed legislation, it would be permissible to keep a medium-sized dog - e.g. a border collie - in a 2m x 1.2m cage, without visual contact with dogs or people, for over twenty-three and a half hours per day. The lack of visual contact is almost mandated by the requirement for solid barriers between cages. Conversely, it would not be permissible for a breeder to crate a pup in the bedroom while they sleep, and it would not be permissible for a staff-member to allow a dog to explore her office while she works.

 

The standards for supervision of a bitch and new puppies - 6-hourly monitoring until feeding and maternal acceptance are established - are totally inadequate. An entire litter could die within six hours, so responsible breeders monitor puppies almost round-the-clock for the first few days.

 

The requirement for documented procedures to “capture” dogs is mind-boggling. What sort of socialisation standards does that imply?

 

Only five minutes of direct handling per day is required, and handling is described elsewhere as “manipulation of the ears, feet, muzzle etc”. There is no mention of patting, stroking, caressing, praising or rewarding the dog.

 

The enrichment suggestions are bizarre. Playing is mentioned as a one-word option, in the same sentence as indirect social interaction during cage cleaning. Thermal stimulation - placing a puppy or kitten on a cooled towel - gets a thirty-word description. Radio, TV and “novelty inanimate objects” are other enrichment suggestions. The illustrations for inanimate objects in the socialisation and enrichment chart shows a vacuum cleaner and mop. No toys!

having seen the work amd enrichment breeders on DOL, like starheke (sorry, i know that isn't right -I mean the amazing rotti breeder) put into their pups, it would be impossible to replicate on a commercial scale. The ones who miss out are the dogs. They cease being individuals and become mass produced commodities. I'd prefer to see mass facilities not encouraged and certainly not put forward as the ideal way to raise and keep dogs.

far as I read it once this is signed you cant even keep one entire female unless she lives outside in airconditioned shed, if it looks like a puppy farm, is legislated to be a puppy farm then surely thats what they are legislating to create?

 

I received this in the mail

 

"URGENT NOTICE TO ALL MEMBERS REGARDING CHANGES TO STANDARDS AND GUIDELINES OF POCTA

Meeting for information and Question and Answer night for members has been called for Monday 18 December 2017 at the Dogs NSW comples commencing at 7.30PM with various speakers which will be live-streamed for those in country areas or who cannot attend.

 

DPI has drafter changes to the Guidelines and Standards of Prevention of Cruelty to Animals (POCTA) - it is important to note these changes can/will be actioned witout Parliament Discussion let alone vote as they are a change to the standards written under the Regulation of 2012 and can be signed off by the Minister alone to take affect"

 

So looks like Dogs NSW is taking it pretty seriously.

the real stupidity is the rspca could be stopped in its tracks and rerouted from the peta agenda back to actually caring for all creatures great and small in no time flat, if every dog and cat owner and breeder became an rspca member, we number hundreds of thousands yet are too apathetic to join and by voting put in people who actually know and care about animals instead of letting the peta mob take it over. I learned what was happining in 1999 and suggested same to many members of the then Canine council, now Dogs NSW. their member ship then was in the tens of thousands, but actually all pet owners should get up off their proverbials and turn this mob back onto their charter instead of letting the animal rights mob destroy it and everyone with a pet, their membership, alllll members ship isnt 10% of the number who are members of Dogs nsw. so it would be an easy fix, why so lethargic? Its your pets at risk EVERYONES PETS! pedigree and x bred

although they do have one little defence under their belt.

they can refuse or cancell any membership without explaination.

remember the kerfuffle when the Telegraph announced the name of the new Chairman of the Board of the then NSW Canine Council.

 

his decades long membership of rspca nsw was immediately cancelled as was the membership of a member of the Board who too was a dual member. dont get your name known for being a breeder or they chuck u out so fast your head will spin.

 

funny that eh?

 

does any ankc cancell the membership of anyone who is discovered to be a member of the rspca?  surely hope not
