Do we want the government defining what we can and can't do with our animals? Especially if they run it as they run the rest of the goverment, with no clue about what they are actually doing? Of course not but that's about what it will come to if it goes the way it is now - but separate issue we do want the state government setting up an ombusdman to investigate compliants against those charged with policing animal welfare laws. So, police the police, not police the owners? That would definetly be a better scenario.

Why do you need the house "looked after"? If you leave it empty, it won't get dirty or messy and will be there just as you left it :p

When I was worried my pup was being destructive when she was bored, I set up my webcam for a few days so I could keep an eye on her - turned out she had two manic destruco episodes of about 5 minutes each and slept the rest of the day! Can you set up something similar to see if your dog is actually barking a lot, or if your neighbors are exagerating? Of course, boredom busters are a good idea, but you might be worrying a lot for nothing.
