I feel for you but people have to jump through all sorts of hoops to get home oxygen, it is not easy. I understand you want your girl at home but really the setting doesn't matter. You are spending all this time and angst on getting the oxygen, and whilst you might want to say goodbye at home to Penny it wouldn't really matter to her. She will know she was loved regardless.

yep in Vic they have to be muzzled unless they have gone through GAP and passed. Crossbreds don't have to be muzzled.

The odds are in favour that a male would fit in best with your 2 girls but I really agree with your vet. No good getting a bossy boy who hassles the bitches all the time for example and some do, desexed or not. Maybe ask the breeder/s of the girls you have.

I had a greyhound that could not handle chicken necks, would regularly vomit yellow bile with the tiniest bit of bone in it. Stopped the chicken necks and he stopped vomiting. If giving a bit of dry keeps the dog and you happy then feed it.
